The Omnibus Guidelines on Community Quarantine with Amendments as of 03 July 2020 provided streamlined rules applicable to transitional community quarantine classifications, requiring persons below 21 years old and those who are sixty (60) years old and above to remain in their residences at all times.
Due to the abovementioned guidelines' restriction, driver's license (DL) applicants holding an expired SP acquired at the age of 20 years old but has turned 21 during which time they were not allowed outside their residence are placed in a circumstance where they lose the opportunity to avail of the DL.
In this connection, the validity of SP that has expired during the quarantine period, issued to individuals aged 20 years old but who turned 21 years old at the time they were restricted from going outside their residence pursuant to IATF approved guidelines, are hereby extended until 31 October 2020.
This Memorandum shall take effect immediately.
